Using the Constitution to Avoid the Debt Limit Issue

President Obama is being urged by some Democrats, including Harry Reid and Nancy Pelosi, to avoid the debt limit problem with the Republicans by citing the 14th Amendment.  Here is what it says:

Amendment XIV Section 4

"The validity of the public debt of the United States, authorized by law, including debts incurred for payments of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned."

Seems clear enough to me.
